connotation of the word "Asiatic", and be treated as

Europeans and Americans.

I have been advised both by the

Chief Justice and the Attorney-General that the Hongkong

Ordinance cannot be amended (vide the English Chinese Pass-

-angers Act 18 and 19 Vict. C. 104, Sec. 2 which is the

parent legislation) without reference to His Majesty's

Government and I, therefore, submit the two points for your

consideration.
